Download as in from a website to your computer? That is download.
or
you mean from your computer to the internet? that is upload.
You cant host mp3 songs on here, the software of the forum doesnt have that feature, you need to upload the mp3 to a host website, then link the url (or web address ie www.yoursong.com.mp3etc.com) on to here.
