Look, i had a similar problem with Quinto; whenever i hit it it had that pingy sound. If it's that with your conga, then search in this forum for 'ping' or 'metallic sound', Abakua gave a good suggestion with Gaffa tape under the skin.
I would remove skin and take a look into shell, i did that on my Quinto and i taped it with a sponge inside - ping was gone
Check the shell if it is cracked, i doubt but still, dull sound i understand as a non comparable sound by volume and color towards Tumba and Quinto. Am I right?

Well improper tuning and the skin are the two main points of the drum...so u might have to tune "down" then tune "up" again till u get the proper sound. Now the type of skin, also does make a difference in thickness and type-calf. Are they wooden or fiberglass.? Of course the fiberglass)keyword-glass), gets u a more brighter/louder sound. so u may have to experiment with the drum to find out how to diminish any flaws..."JC" Johnny Conga....
just stick a "remo falam" for bass drums. stick on the meddle of the bottom of the skin.it's much better than the gaffa tape .i use this for the plastic skins or thin skins.cheap an easy... fred el-pulpo
