My drum was similar, caved in the drum a little on the sideplates, either detuning or it was dropped.
The best tool I can recommend for you is one of those rubber hammers, pound it back into shape...
...but, it;s never gonna be perfect, just better.....btw mine was 28", are you sure yours is supposed to be
29"....anyways...

As the name says FIBER GLASS, a cloth of thin poly glass fibers, which is coated with an epoxy resin. This combination add for lightness and some strength. Basically what you will have to do , is similar to doing body work on a car. Beef up the area with this 2 materials, let dry , sand , paint and polish to a smooth shinny finish. There is also a 2 part epoxy resin used in the marine industry, after you mix both parts... the color is an off white creamy substance , but when it dries its super strong, you can take a hammer to it.

Well mine was also Palisades Park model, and it was 28". I have had 3 Palisades LP's, one I bought from Isaac.
Two were taller than the other 29", the short one was 28", some of the guys have referred to it as the Salsa model.

You can see the dent under the white drums lug plate to the left of the badge.
The white one was 28", the black one used to be Isaac's drum, I bought it from him through ebay a year ago.

Wow, that thing looks like it has been melted! Seriously I don't think there is any way to repair that kind of damage! What the heck happened to it?
The other ones look pretty good though.

Actually you know if that drum was my drum I think I would cut off the damaged rim with a saw
and then construct a new bearing edge somehow using a form-work and fiberglass. I can't see how
you can reshape the existing rim and get it to any degree uniformity.

You can thicken epoxy resin with cab-o-sil to make a filler that you can build up an edge with.Your drum looks like it will need lots of work.I agree that it looks melted.
