IMHO This is a Mexican made Playa Azul conga, sorry not Cuban. The tuning hardware, together with the grooving on the shell are typical characteristics of a Mexican drum.
This is a very common drum, seen quite often. They are actually very well built drums with good sound.
If you have an opportunity to purchase it, for a good price, go for it, I think that you would be happy with it.
Check these out, Mexican Playa Azul, very similar to the ones you posted.
