This drum has all of the characteristics of a vintage Mexican drum, shape, hard ware etc. Most definitely worth $40.00
It also looks like it can be a joyous restoring project

Funny, I have seen one recently near here, exactly the same as that but a redder color, I noticed the bands are actually recessed into the drum. I have been meaning to inquire about it myself.
