I've dealt with this problem by laying a towel over the conga head. That muffles the sound significantly, along with playing with less force. We used to have "towel jams" with several drummers in the living room, while roomates slept away in their bedrooms. The only problem occured when a towel feel off the drum in a moment of excitement. The roomates would come out immediately and complain at that point.
